Before discussing IT government transformation, maybe some introductions may be in order. Most of my 41 years of experience have been on the development side of the house. I developed software (realtime embedded, network, C&C), and hardware, but mostly, I have designed, build, and deployed systems in the SIGINT and IMINT domain. I have led development organizations running 10’s of programs, and worldwide operations support organizations working across 21 time zones. In the last 10-15 years, I have focused on enterprise transformation. Led the designed and deployed Comcast nation-wide High-Speed internet networks and back-office systems. I also led the development of the first concurrent people, process, technology, and physical infrastructure transformation framework. This framework enabled a major government contractor to integrate 24 previously separate offerings allowing faster and cheaper enterprise transformation. The purpose of this introduction is to reflect that context and level of discussion is critical when considering transformation. As mentioned in the site introduction, the key to suggested transformation in a step-wise approach across the four areas of change mission, acquisition, engineering, and infrastructure. My work on these various areas and at different levels of the enterprise (e.g., team, project, program, portfolio, enterprise) provides me the foundation for the approach suggested herein.
